Response to the review into elending in public libraries

About our response
An independent panel was appointed in September 2012 to look at the issue of elending in public libraries. The panel, chaired by William Sieghart, issued a call for evidence to inform their discussions.
Key recommendations in our evidence:
- Elending should be provided free of charge with access to knowledge not dependent on the ability to pay.
- All elending models should allow for remote downloading of ebooks in addition to access in libraries.
- Funding should be made available to research the impact of elending pilots.
- A national training programme focusing on accessing econtent should be developed and offered to public library employees across the UK.
